Welcome to the monthly DQOLC newsletter, where we share the latest committee activities, future educational opportunities, healthcare policy updates, and upcoming events supporting the DQOLC’s goal of maximizing the quality of life for all Delawareans.
What’s New for April:
National Healthcare Decisions Day, April 16
Held annually to raise awareness, educate, and empower the public and healthcare providers about the importance of advance care planning. NHDD events around the state can be found here Delaware Quality of Life Coalition – Driving Excellence in Hospice and Palliative Care.
DQOLC Committee Updates::
Education: Our last educational presentation,“Hospice and Palliative Care in the Long-Term Care Setting” by Dr. Matthew Debo is now available to view at Education Recordings – Delaware Quality of Life Coalition.
Advocacy: The DQOLC would like to welcome Chris Otto, MSN, RN, CCRN as our new advocacy chair. Chris has been a registered nurse for 20 years and is the current Executive Director of the Delaware Nurse’s Association. Welcome Chris!
Marketing:The marketing committee has been working on the implementation of monthly correspondence regarding DQOLC updates and key information regarding legislation, upcoming events, and promotion of the vision and goal of the DQOLC.
Events:The Annual DQOLC Excellence Awards dinner will be held October at Harvest Ridge Winery, Marydel, DE. These awards recognize individuals for their significant contributions to the betterment of patients and their families at the end of life. Nominations for Excellence Awards recipients will open in July. Look for more information in the upcoming months

- Provides a single document that functions as an actionable medical order conveying a patient’s wishes for CPR and life sustaining treatment
- Transitions with the patient through all healthcare settings
- Equivalent to an inpatient DNR (Do Not Resuscitate)
State Legislation: Important changes to Title 16, Chapter 25 Health Care Decisions surrogacy statute go into effect September 25,2025. You can view the legislation here Delaware Code Online.
